The Organization

We are committed to changing attitudes and expectations around youth drinking and drug abuse and helping student make successful transitions from high school to college and beyond.  

We do this by providing training and technical assistance for professionals working with this population, developing high-quality and effective resources, and working to change policies that affect young people.

Facts on Tap and Transitions are administered by the American Council for Drug Education (ACDE) and the Children of Alcoholics Foundation (COAF), the prevention affiliates of Phoenix House.  Phoenix House is the nation's leading nonprofit provider of substance abuse treatment and prevention services — operating over 100 programs in nine states.  Since 1967, Phoenix House has treated nearly 150,000 substance abusers, currently caring for a population of 6000 at residential centers for adults, Phoenix Academies (residential high schools for adolescents), outpatient, after school, and day programs, and programs in prisons and homeless shelters.

Transitions is a joint venture with Tanglewood Research. Tanglewood Research, Inc was founded in 1993 by William B. Hansen.  The company specializes in prevention research and the development of prevention products. These include prevention programs for children, teenagers, and young adults, evaluation tools for assessing quality of implementation and effectiveness in changing outcomes, and training programs for program providers.

Julie Rosenbluth, MPH,CHES, Marketing and Training Manager and Project Director, Transitions.  Julie is a certified health education specialist and specializes in the needs and concerns of older adolescents and young adults. In addition, Julie has extensive experience in sexual assault and domestic violence and health care communications

Doris Smith, Fulfillment Coordinator.  Doris is responsible for responding to all inquiries and requests for information and materials including Facts on Tap.  She also handles administrative matters such as billing and accounts receivable.

Naomi Weinstein, MPH, Director.  Naomi has worked with the Children of Alcoholics Foundation since 1991.  She is the author of many of the organization's publications and has a special interest in cross-systems work, family systems, values and attitudes around substance abuse, kinship care, and the child welfare system.

Kim Sumner-Mayer, LMFT, Ph.D., Kinship Care Director.  Kim is the project director for both the Ties That Bind and Building Bridges (post-treatment family relationships) projects.  Kim is a licensed family therapist and has extensive experience in the child welfare system.
